وقال عليه السلام لزياد بن أبيه وقد استخلفَهُ لعبد الله بن العباس على فارس وأَعمالها، في كلامٍ طويلٍ كان بينهما، نهاه فيه عن تقدم الخَراج : اسْتَعْمِلِ الْعَدْلَ، وَاحْذَرِ الْعَسْفَ والْحَيْفَ فَإِنَّ الْعَسْفَ يَعُودُ بِالْجَلاَءِ، وَالْحَيْفَ يَدْعُو إِلَى السَّيْفِ
Imam Ali (as):
When Imam Ali, peace be upon him, put Ziyad ibn Abih in place of Abdullah ibn Abbas over Fars (in Persia) and its revenues, he had a long conversation with him in which he prohibited him from collecting the land tax before it came due. Therein, he said: Act on justice and keep aloof from violence and injustice because violence will lead them to forsake their abodes while injustice will prompt them to take up arms.

وَ إِنْ عَقَدْتَ بَيْنَكَ وَ بَيْنَ [عَدُوٍّ لَكَ‏] عَدُوِّكَ عُقْدَةً أَوْ أَلْبَسْتَهُ مِنْكَ ذِمَّةً فَحُطْ عَهْدَكَ بِالْوَفَاءِ وَ ارْعَ ذِمَّتَكَ بِالْأَمَانَةِ وَ اجْعَلْ نَفْسَكَ جُنَّةً دُونَ مَا أَعْطَيْت .‏
Imam Ali (as):
And if you make a covenant between yourself and your enemy or give him a surety [against life or property], then stand by your pact with loyalty and observe your liability with trustworthiness and make yourself the shield for your word

The disposal of affairs and implementation of rules are in the hands of theist scholars; [who are] the trustees of what has been made lawful and unlawful by Allah.

لاَ تَصْلُحُ اَلْإِمَامَةُ إِلاَّ لِرَجُلٍ فِيهِ ثَلاَثُ خِصَالٍ وَرَعٌ يَحْجُزُهُ عَنْ مَعَاصِي اَللَّهِ وَ حِلْمٌ يَمْلِكُ بِهِ غَضَبَهُ وَ حُسْنُ اَلْوِلاَيَةِ عَلَى مَنْ يَلِي حَتَّى يَكُونَ لَهُمْ كَالْوَالِدِ اَلرَّحِيمِ. وَ فِي رِوَايَةٍ أُخْرَى حَتَّى يَكُونَ لِلرَّعِيَّةِ كَالْأَبِ اَلرَّحِيمِ .
The Prophet Muhammad (S):
None is worthy of leadership except for a man who has three characteristics: piety that prevents him from disobeying Allah, clemency with which he controls his anger, and maintaining excellent guardianship towards his people, such that he treats them like a compassionate father.

النبي «ص»- لمّا نزلت هذه الآية (الْيَوْمَ أَكْمَلْتُ لَكُمْ دِينَكُمْ‏ ..) قال: «اللَّه اكبر على إكمال الدين، و اتمام النّعمة، و رضا الرّبّ برسالتي، و ولاية عليّ بعدي»
The Prophet Muhammad (S):
When the verse ‘Today I have perfected your religion for you, and I have completed My favor upon you, and I have approved Islam as your religion.’ was revealed, the prophet (s) said, “’God is greater’ for the perfection of religion, completion of the favor, and the Lord's approval of my mission and Ali’s custodianship after me.’

Verily Imama (divinely appointed leadership of the twelve Imams) is the ever-growing root of Islam as well as its lofty branch.

اتَّقُوا الحُكومَةَ ؛ فإنَّ الحُكومَةَ إنّما هي لِلإمامِ العالِمِ بالقَضاءِ ، العادِلِ في المُسلمينَ ، لِنَبيٍّ أو وَصيِّ نبيٍّ.
Imam Ja‘far al-Ṣadiq (as):
Beware of governance, for verily governance is for the leader who is knowledgeable about judgment, just among the Muslims, [it is] for a prophet or the successor of a prophet.

مَن جَعَلَ مُلكَهُ خادِما لدِينِهِ انقادَ لَهُ ‏كلُّ سُلطانٍ، مَن جَعَلَ دِينَهُ خادِما لمُلكِهِ طَمِعَ فيهِ كلُّ إنسانٍ.
Imam Ali (as):
Whoever makes his sovereignty subservient to his religion, all rulers will submit to him. And whoever makes his religion subservient to his sovereignty then all people will become greedy for it [i.e. his sovereignty].
